Here is one that is not free, however, very lost cost and very very effective. Why only target your website to English-speaking visitors, when you can get 12 other language-speaking visitors? This is where this piece of software comes in handy. It is called Multilingual Marketer and it allows you to translate a webpage or an entire webpage from one language to another (ie. from English to Spanish, English to German, Chinese, etc.). You should really look into it.
